Judge for yourself: 2023 allowed the 40 largest French companies to once again shatter their historical record for dividends paid, with over 97 billion euros, including 67 billion in dividends, up 20% from 2022. Concentration remains high, with six companies (TotalEnergies, BNP Paribas, LVMH, Stellantis, Axa, and Sanofi) accounting for more than half of all these payments. In this magical CAC 40 world, as Philippe Escande says, the good news is not limited to lucky shareholders, since these distributed dividends did not prevent record investments, up 20%, and a slight increase in employment, nearly 5 million employees. More questionable, to say the least, are the "superprofits" that enabled the "superdividends" distributed by oil and gas companies, which persist -for the most part- in their development model. Over 100 billion dollars ! That's what shareholders of the five largest Western majors (BP, Shell, Chevron, ExxonMobil, and TotalEnergies) should receive for the year 2023, estimates the Institute for Energy Economics and Financial Analysis. This amount exceeds the record already set in 2022. As the world plunges into the climate crisis, the oil industry persists in the same model. Revealing detail: the amount promised by Shell to its shareholders for 2023 is six times greater than what it allocates to the development of renewable energies… 100 billion dollars is also more than 100 times the amount promised for the loss and damage fund at COP28.

Let's continue with another good news of the week : global renewable energy (RE) production capacity increased by 50% in 2023. L'Usine Nouvelle, citing figures from the International Energy Agency (IEA), specifies that solar is responsible for 75% of this progress and that China is not uninvolved. Photovoltaic solar panel production capacity in China has doubled since last year, according to the report. The Middle Kingdom has created a surplus in its supply, causing Chinese panel prices to fall by nearly half over the course of 2023. If current policies and market conditions remain unchanged, the Asian giant will account for 60% of global RE capacity growth between 2023 and 2028. China is expected to add over 2,000 GW of RE to its renewable energy mix, while the rest of the world will add 1,600 GW. The People's Republic weighs heavily, far ahead of the European Union (+400 GW), the United States (+350 GW), and India (+200 GW). This raises questions, because to use Le Monde's expression, "there is an elephant in the room": China. This country is by far the one installing the most renewables on its territory. But it is also the world's supplier. It controls 80% of the photovoltaic industry. " The rest of the world's dependence is total ", emphasizes the evening daily. It has become indispensable for achieving the 2030 targets. Closing its borders to China means giving up its climate ambitions. What a formidable weapon in the hands of a country that is not always a friend…

Regarding sovereignty, the other problematic resources of the week concern mining and refining. "Mines, a national sovereignty issue in the face of local reluctance ", first. Because you can't have it all: complain about our dependence and refuse the installation of mines on our soil because they would be unsightly, possibly smelly, and unsuited to tourism! But the choice, in reality, does not exist: without control of our mines, no sovereignty is possible. And what is true for mines is even truer for refining. A sector, again, where China has at least a decade's lead. Le Figaro reminds: Beijing has already decided to use its dominance in critical metals. Its latest measure, banning the export of technologies related to rare earth extraction, reveals the importance of this issue of refining. China has less than 40% of the world's rare earth reserves, but extracts 60% and refines more than 90%! Similarly, this country does not weigh much in lithium extraction but refines 70% of world production. The situation is similar for cobalt, graphite, silicon, or even aluminum and, to a lesser extent, copper and nickel. Since the Covid pandemic, continues Le Figaro, France has become aware of the need to restore its industrial sovereignty. This involves establishing new factories related to this energy transition.

The new features of the week (and the year 2024) also include the reuse of wastewater in agriculture and the generalization of biowaste sorting. Since December 28, 2023, farmers can, under certain conditions, use wastewater to water their crops. It is highly regulated, requiring administrative authorization, but it is one of the measures of the "water plan" being implemented, Libérationrecounts. Before being able to sell their wastewater-grown lettuce, the farmer must, among other things, wash it with drinking water. A technique long used in Israel, where it works very well. As for biowaste sorting, if you are lucky, you may have already admired these multiplying brown bins: since January 1st sorting them has become mandatory. Small problem, Le Monde tells us, citing the latest ADEME report, "fewer than one in three French people should benefit from a biowaste source separation solution at the beginning of the year, as the law provides, however." The delay is such that the State's stated goal is only to cover 40% of the population (27 million people) by the end of 2024. Yet the obligation has been in the law (for green growth) since 2015, and the December 31, 2023 deadline, set by the 2018 European waste directive, was transposed into French law by the 2020 "anti-waste and circular economy" (AGEC) law. As Les Echosasks: "But where are the brown bins?" It must be said that this collection is complex: biowaste cannot stay long in the bin due to odors and rotting. So a major challenge, requiring investments and prioritization.

The tightening of the week is to be found on the Nutri-Score side, which does not please everyone. L’Usine Nouvelle announces: to better fight against ultra-processed foods (UPFs), excess sugar, fat, and salt are now more severely penalized. The calculation method of the Nutri-Score is becoming more demanding in 2024. From January 1, but with a two-year transition period to allow for packaging updates, "the changes apply to both solid foods and drinks, to better align with nutritional recommendations, such as consuming more fruits and vegetables, or fewer sweet products."

The pollution of the week again comes from plastic. It's far from a first. According to the European Commission, every second in Europe, about 265,000 of these pellets end up in the ocean, lost by industry during manufacturing, storage, or transport phases. Globally, 230,000 tonnes of these microbeads (including 160,000 in the EU) end up in the environment each year, according to the NGO Surfrider Foundation, which complains about the lack of regulation on the transport of these pellets.

Still on plastic, the bad news of the week is that we knew mineral water bottles contained plastic, but not to this extent!
